California redistricting fight puts House incumbent in altered district

California Democrats split Rep. Kevin Kiley’s congressional district as part of a broader redistricting response to Republican map changes in Texas and other states before this year’s midterm elections.

Kiley, a two-term congressman, left the Republican Party and is running as an independent in a slightly Democratic-leaning district that includes his home. He has criticized partisan gerrymandering and tried unsuccessfully to force a House vote on a bill to ban mid-decade redistricting.

Democrats argue Kiley’s party switch is a political move, noting he still caucuses with House Republicans and has backed many GOP priorities. His Democratic opponent is former state Sen. Richard Pan.
