Supreme Court ruling expands parties’ ability to coordinate with candidates

The ruling’s effect on state and local elections remains unsettled. Philadelphia election officials and lawyers said courts may need to determine whether the decision applies to municipal races and primary elections, where campaign contributions are more tightly regulated.
