ICE officer shoots a man during targeted arrest in new York

On Thursday afternoon, a federal immigration officer shot a Dominican man in the neck as he drove in a car with a 5‑year‑old boy. The Department of Homeland Security said it was a targeted enforcement operation, and the 28‑year‑old, Oscar Belgal, survived and was treated at a hospital.

City Police Commissioner Jessica Tisch said Belgal was pulling into a parking space when a plain‑clothes federal officer approached with a gun drawn, followed by another officer. Belgal started to pull the car forward, and at least one officer fired seven rounds, hitting the man below his left ear. The shooting occurred around 4 p.m. in Marble Hill, a small part of Manhattan attached to the Bronx.

Mayor Zohran Mamdani and Gov. Kathy Hochul called the shooting an outrage and urged federal authorities to stop immigration enforcement operations in the city. Local politicians and protesters gathered at the scene, chanting “ICE off our streets now!” and marched to the hospital where the injured man was treated. Police responded and removed the man from the hospital later Thursday night.

The incident left the car with a bullet entry point on its front windshield and an exit point in one of its rear windows. An NYPD security camera recorded some of the events leading up to the gunfire, but not the shooting itself. Witnesses reported hearing several gunshots and saw officers wearing face masks and vests with DHS branding.
