Security video details hours before Haslett Man found dead in snow

Security footage obtained through a public records request shows the sequence of events leading to the death of Colin Campbell, 78, known locally as the “Haslett Flag Man,” who was found unresponsive in the snow outside Delta Retirement Center in January. The video reveals that Campbell, dressed only in socks and pajamas, exited the facility through a back door at approximately 4:36 a.m. On a cold morning, triggering an alarm that a caregiver cleared Nine minutes later without checking outside.

According to the footage and dispatch logs, a second caregiver noted Campbell’s absence at 5:31 a.m., but a 911 call was not placed until 6:42 a.m. A sheriff’s deputy arrived at 6:48 a.m. and found Campbell lying roughly 30 feet from the door. Although he was alive when located, Campbell went into cardiac arrest during transport to the hospital and died that morning.

The Campbell family has sued Delta Retirement Center, Bedford Care, and individual staff members, alleging neglect and that staff failed to perform the overnight checks they reported. The lawsuit highlights a licensing exemption that limits the state’s authority to investigate the facility, a gap the family argues left their father without proper oversight.
