Commissioners discuss jail project timing, owners rep RFP and contractor shortages

Commissioners and staff discussed the scope and timing of a potential jail project and whether hiring an owner's representative could help move large projects forward.

Staff said the scope is still being explored and that the county expected to post an RFP for an owner's representative; a staff speaker said, 'we're still exploring and won't take another step, later this morning, hopefully, in, RFP for, owners rep.'

Commissioners emphasized that contractor scarcity and bidding timelines limit how much the county can accomplish in a single year, and discussed options such as early bidding or hiring outside project management support. Staff said the budget process and final project schedules will guide whether work is advanced into 2026 or pushed to 2027.
