Congress faces September test on funding and shutdown rules

The House and Senate have passed different versions of a continuing resolution, but lawmakers have not reconciled them. The Senate measure would extend current funding levels through Dec. 11, while uncertainty remains over whether the House will advance it and secure enough bipartisan support to avoid a shutdown at the end of the fiscal year.

A bipartisan bill in both chambers would create an automatic continuing resolution if Congress fails to approve funding, while requiring lawmakers to remain in session and limiting congressional travel. The proposal has drawn support from federal employee advocates but opposition from some appropriators who say it could reduce Congress’ control over spending.

Federal employee advocates also expect the president’s alternative pay plan to call for no civilian pay increase, creating a disparity with a House defense authorization measure that includes a proposed 5% to 7% military pay increase.
