AI tools move deeper into federal lobbying and policy work

Helios, a startup co-founded by Joe Scheidler, has raised $6 million for Proxi, an AI platform built to analyze bills, regulations, agency notices and contracting opportunities and draft responses for public policy professionals.

The push comes as federal lobbying spending reached $5.08 billion in 2025, following a record $4.4 billion in 2024. More than 3,500 federal lobbyists reported working on AI issues at least once in 2025, according to Public Citizen.

Federal agencies are also expanding their use of AI, but the growth has raised concerns about bias, limited resources and the potential for AI to amplify fabricated public comments in government dockets. Helios says it is emphasizing accuracy and traceability in AI outputs used for high-stakes government decisions.
