Midterms could reshape Congress’s check on the White House

Democrats are favored to win the House in the Nov. 3 midterm elections, where all 435 seats are on the ballot. The Republican majority is currently 219-212, meaning a modest Democratic gain could change control of the chamber.

A Democratic House would restore congressional oversight powers, including hearings and demands for documents and sworn testimony. Republicans could retain control of the Senate, preserving their role in confirming judges and cabinet officials and raising the risk of budget conflicts and a government shutdown.
