White House creates oversight framework for private cyber operations

President Trump issued a memorandum directing the federal government to establish a program that would vet and authorize private U.S. companies to conduct cyber surveillance and effects operations against foreign cyber-enabled transnational criminal organizations under government direction.

The program will be managed by a new National Coordination Center led by the Justice and Homeland Security departments. Companies would require technical, security and personnel vetting, while operations must comply with U.S. law and international obligations. Procedures are due by mid-October, with limits against actions that could cause death, serious injury or constitute the use of force.
